With the introduction of a crafting system in Animal Crossing: New Horizons, Nintendo made its mission statement for this new sequel clear: let the player have ultimate control. While you will be stuck with a certain island layout at the start, eventually you'll be able to not only change the shape of it but move buildings wherever you like.

At first, New Horizons doesn't make it clear how you'll accomplish this. You kind of have to put buildings in random spots until you've unlocked the ability to move them, which seems odd. You'll actually unlock the moving feature before island shaping. Still, once you're good to go, the island is yours for the shaping.

First things first, you won't be able to utilize this feature for at least a week if you aren't time traveling. The first step in unlocking the ability to move buildings is to get your Resident Services Tent upgraded to a Building. We have a guide dedicated to unlocking the various facilities on your island and it covers this part.

Once you get that out of the way, it's really quite simple. You'll enter the Resident Services Building, sit in front of Tom Nook, and ask to speak about infrastructure. The exact phrasing is "Let's talk infrastructure." From there, you'll select "Layout Changes," then "Let's Talk Relocation."

After doing this, the game will present you with a menu with the different buildings you're able to move. This will feature the museum, the Able Sisters' store, the campsite, your neighbor's houses, and your own house. Everything will cost you to move it, with the museum running you 50,000 bells and your home set at 30,000.

Once you decide what's moving and pay the fee, Nook will give you a tent and you'll go about placing it on your island again. You'll still need to adhere to the same guidelines as to when you originally plotted your tent (so not near cliffsides or on the water), but you're free to put anything wherever you like. Put the museum on top of a hill if that floats your boat.

Once unlocking the Resident Services Building, you're pretty much free to renovate your island at will. Eventually, you'll unlock terraforming and then you can really go nuts. Still, building relocation comes first and it can help you rearrange things to get a better island rating. That will be key in getting terraforming quicker.
