Frieza is one of the most iconic and popular villains in the entire Dragon Ball franchise. He had a long arc that built him up as a threat to the entire universe. It took Goku and his friends just about every ounce of strength and determination to finally overcome Frieza on Namek. He was that much of a powerhouse. The character's popularity has seen him make some returns and cameos throughout the story. He even made a comeback as one of the main characters in the Tournament of Power arc of Dragon Ball Super.
Frieza has shown the capability to take out some rather powerful opponents. His resurgence in Dragon Ball Super has also shown him to reach new heights of power. You'll be surprised to hear about some of the characters Frieza has been able to overpower in the newest era of the franchise. That being said, there is bound to be a special group of warriors who are still beyond Frieza's abilities. Dragon Ball Super has introduced many new characters that completely wreck the power scaling.

With all sorts of individuals with their own unique powers and personalities, you'll still see a familiar face maintaining his spot on the pecking order when it comes to power scaling.
As if Golden Frieza wasn't intimidating enough, imagine him training in a Hyperbolic Time Chamber for what can be considered ten years after seeing Gogeta go bonkers on Broly. Determined to never lose to another Saiyan ever again, his new transformation, "Black Frieza," is truly a force to be reckoned with as he one-shot both Goku and Vegeta after obliterating Gas and taking down Granolah.
10 Moro - An Unstoppable Juggernaut
The big bad that shook the universe and tangoed with one of the strongest Kais isn’t a bad matchup for Lord Frieza, especially when considering how he effectively drains energy exceptionally well and gets a significant power boost from doing that.
Not only that, he was formidable enough to give both Goku and Vegeta quite a tough time. If it weren’t for so many fighters teaming up to put an end to his tyranny, he would’ve overpowered anyone who came in his way, including someone like Black Frieza.
9 Gas - An Illogically Strong Adversary
Despite wishing his way to the top, Gas was quite a competent fighter already, yet he still yearned for more power to overcome the odds when it came to confronting someone like Granola, who did the same.
With enough grit and good timing, Gas would’ve most likely kept up with Black Frieza if he hadn’t been weakened already by some of the other mightiest fighters in the universe. With his four different forms and noticeable durability, he might even secure a solid win.
8 Broly (After Training) - The Legendary Super Saiyan
After the events of Dragon Ball Super Broly, Toriyama made it clear just how influential his role is in the story. Broly's at a power level the Z Fighters aspire to reach and is quite possibly the strongest character in-universe when it comes to unbridled potential and strength.
Now that he's training under Beerus and frequently spars with Goku and Vegeta, according to Dragon Ball Super: Super Heroes, he's all set to gain some rather considerable buffs by the time he's finished learning. If he did end up fighting Black Frieza, he might end up winning since his durability will play a huge role in the battle.
7 Beast Gohan (After Training) - Son Of Goku
From a pacifist researcher to one of the most unhinged and determined fighters in the series, Gohan tapping into his Beast energy is a force to be reckoned with. Despite having some trouble with Cell Max, Gohan kept up with Gamma 1 and Gamma 2, which is rather impressive considering he thought they were as strong as Goku and Vegeta post the Tournament of Power arc.
With some proper time dedicated to training and honing his new form, Beast Gohan can tap into his unmatched potential and can quite possibly fold Black Frieza if no one else steps up to beat him. Although it'll be a long, uphill battle for him, he can still manage to pull through with his speed and technique.
6 SSJG Gogeta - The God Fusion
Despite being the reason why Frieza spent the last ten years in a Hyperbolic Time Chamber, Gogeta can more than handle his new form, especially if we consider how strong Beyond UI Goku and Ultra Ego Vegeta have gotten over the past few arcs.
With some new tricks up his sleeve, Gogeta can more than likely either tap into a new form or demolish Black Frieza with his overwhelming power. Gogeta has huge potential; it’s also a trump card we rarely ever see get used.
5 Beerus - Universe 7's God Of Destruction
During the Resurrection of F arc, we find out that it was Beerus who ordered Frieza to destroy Planet Vegeta. Now, we know that Frieza is extremely arrogant and would take orders from no one. That kind of attitude just won't work with Beerus once he's pissed off.
He's easily strong enough to destroy Black Frieza in an instant if he desires to do so. The fact that Frieza still submits to Beerus is clear proof of their different power levels. Beerus is the strongest God of Destruction in the multiverse and is still not the strongest foe Frieza could face up against.
4 Vados - A Powerful Big Sister
Whis’s older sister may be nicer when it comes to her personality, but she seriously means business. Her capabilities as a fighter are fairly underrated since she’s the person who trained Whis himself. And according to him, she was also stronger than him some eons ago.
With her status as an angel, it’s unlikely that she’ll meddle in any mortal’s affairs. But if Black Frieze needs to get knocked down a peg, then as one of the strongest women in the series, she's more than well-equipped to handle him in his current state.
3 Whis - Beerus' Steward/Teacher
Whis trained Beerus himself and is much stronger than him too. It's clear that Whis could easily beat Frieza in a fight if required. There would be no contest between the two if they do decide to battle. Luckily enough for Frieza, angels don't meddle in the affairs of mortal beings.
Whis can travel impeccably fast and is capable of dishing out some rather grueling hits since he's responsible for training one of the best Gods of Destruction in the multiverse. He barely needs to raise his staff, let alone take any battle seriously.
2 The Grand Priest - Leader Of The Angels
Being the chief of all the angels from the different universes is no joke; you’re literally commanding the strongest force of characters to exist in your multiverse. The Grand Priest may be wholly wrapped up in fulfilling every whim Zen-Oh has, but he can still take on Black Frieza and secure an easy win.
With nothing to hold him back, The Grand Priest can quite literally wink at him and pulverize Frieza into space dust. Despite never seeing an angel show off their maximum capabilities quite yet, this guy definitely means business and will most likely bring a world of pain with him.
1 Zen-Oh - Creator Of The Multiverse
Zeno is the most powerful being in the Dragon Ball franchise. He has the power to erase an entire universe in an instant. A power he is happy to display during the Tournament of Power—something which also happens to catch the attention of Frieza.
Frieza does make his intentions clear. He seems to desire the throne of Zeno. However, there is no way he can attain such a level of power. Black Frieza will be erased as soon as he steps inside Zeno's palace. The character's just broken. Heck, he might even break the fourth wall eventually.
