You should be level 25 in order to hunt down this armor set. You'll need to take on the Miner Miracles quest, for which level 25 is recommended, and the lowest-level Excavator Power Armor set you can craft requires you to be level 25 in order to use it.

During the Miner Miracles quest, you'll be able to access a terminal in the Garrahan Mining Headquarters, deep within the R&D section. Once on the terminal, you can browse through the options, and you'll find one that allows you to download the full schematics for the Excavator Power Armor set.

You can only craft the Excavator Power Armor at a Power Armor Station, and now all you need are the requisite materials.
