Fallout 4 has many different characters that players get to interact with through dialogue and companionship. Ghouls are a main staple in the Fallout franchise, and as such, there were many new ghoul characters added within Fallout 4.

Some of these characters are wacky, and some of them have interesting dialogue; however, one thing they all have in common is that they are ghouls. The following characters are some of the best that Fallout 4 has to offer, and every fan should get a chance to meet them.

10 Edward Winter

Edward Winter was a criminal mastermind prior to the Great War, and he is located in a bunker within the Commonwealth. Players have to track this character down to help Nick Valentine put his past behind him, because the brain that Nick is based on has memories of Edward killing his beloved.

This is a somewhat sad quest; however, it is one of the more emotional missions within Fallout 4, and fans love getting to meet this interesting (yet evil) character. Edward Winter is one of the more evil characters on this list, and that adds a lot of personality.

9 Tommy Lonegan

Tommy is first encountered in the Combat Zone, where players can gain Cait as a companion. He seems to have been good to Cait in general, and they meshed well as friends throughout their time together at the Combat Zone.

Tommy could even be described as somewhat of a protector or father figure for Cait; however, this is also somewhat inaccurate since he was paying her to fight. Regardless, Tommy seems to have a kind heart, and fans enjoy his interesting dialogue.

8 Edward Deegan

Edward Deegan is encountered during the Cabot House questline, and players will be able to interact with him initially by either showing up at the house or at the Dugout Inn in Diamond City.

Edward Deegan is a fascinating character, and he has been working for the Cabot family for years and will assist the player with the questline and completing the various tasks that Jack Cabot assigns to the player. Edward is a very stern person, and he doesn't let anything stop him from reaching its goal.

7 Zao

Zao is a Chinese submarine captain, and he was present on the day that the bombs dropped in Boston. Zao is interesting, and he doesn't speak much English, which makes him very different from most characters within Fallout 4.

Players will get to interact with this character when they stumble upon his submarine, and he has many interesting things to say and a quest to give the player. There are no other Chinese characters present within Fallout 4, which is why Zao is such a breath of fresh air.

6 Valery Barstow

Valery is present within the Vault-Tec DLC in Fallout 4, and she is one of the wackiest characters that players encounter in the entire game.

Valery has a wacky personality because she was building a weird vault before the bombs dropped, and she has returned to Vault 88 to restore the location to its original glory. Valery will interact with the player while they create a vault and give them missions to create different experiments for the settlers to partake in.

5 Kent Connolly

Kent Connolly is a major part of the "Silver Shroud" quest, and he is how the player will initially obtain this mission. He's a radio show operator and can be listened to on the air if the player is near Goodneighbor.

The most notable thing about Kent is the fact that he is a very shy character; however, he can be brave when the situation calls for it. The interesting superhero quest that Kent will assign to the player is one of the best in the game, and fans love this character even if he does have some quirks.

4 Billy Peabody

Billy is the first Ghoul child to be seen in the Fallout franchise, and he originally survived the war by hiding in a fridge when the bombs dropped. This was a crazy quest for players to complete, and the Sole Survivor can choose to either sell Billy to a slaver or take him back home to his parents.

Billy will immediately capture the player's attention because of the fact that he is a ghoul and a child and also that he has a personality that stands out from a lot of the more boring and repetitive characters that fans have come to know in the Fallout franchise.

3 Oswald The Outrageous

Oswald the Outrageous is a glowing one that is completely sentient and still has his mind intact. He's encountered in Nuka World within the Kiddie Kingdom park, and players will be able to interact with him after a short fight.

Players can choose to kill Oswald or let him live, and they will be rewarded with a special item regardless of which option they choose. It is evident that Oswald cares for his ghoul brethren, even if they are currently feral. It is also revealed through a holotape that Oswald has a spouse or girlfriend that went looking for a cure and never came back.

2 Vault-Tec Rep

The Vault-Tec rep is encountered very early on within Fallout 4 because he initially comes to the player's house in Sanctuary Hills before the bombs even drop. The Vault-Tec rep is nice to the player at first; however, he becomes more cranky after the war, which is not a surprise considering his living conditions.

After the bombs dropped, the Vault-Tec representative became a ghoul and eventually made his way to Goodneighbor to live out his days in the hotel. He can be recruited as a settler and live in Sanctuary Hills. Players usually find the Vault-Tec rep to be somewhat annoying, and many followers have ill words for him; however, in general, this character is very unique.

1 John Hancock

John Hancock is the brother of Mayor McDonough from Diamond City, and he turned into a ghoul after taking a radioactive drug that gave him his appearance. John is a companion and is often considered to be bursting with personality based on his unique dialogue and companion preferences.

Every player deserves a chance to recruit John Hancock as a companion because he has one of the best personalities and backstories in all of Fallout 4, and he's a joy to travel with. John is also very skilled with a gun and will aid the player in combat whenever they need him.
