Chongyun is a character that can be a bit confusing for Genshin Impact characters to play. He is a claymore user, but unlike Diluc, his burst isn't a powerful, quick-moving bird. The four-star claymore user can still be quite fierce in battle, given he has the right weapon and artifact equipped. You should also note that Chongyun usually operates best as a sub-Dps or a supporting character, rather than the main DPS.
This is partially due to the fact that his non-elemental attacks aren't as powerful as most characters in his class, and his burst turns all damage done inside its field to cryo damage which can greatly impede reactions.

Depending on your playstyle, it may be best for the two sets above to be combined, especially if you don't feel like many of the enemies you will be using Chongyun to fight are weak to cryo. Blizzard Strayer can be incredibly useful when fighting Oceanid, a boss known for being hard to farm quickly.
