All streamers are encouraged to apply, but there are some rules they need to be mindful of during to application process. First and foremost, you need to have a Twitch channel with Genshin Impact broadcasts already available. You'll also need 3,000 followers or more.

Mihoyo is also asking participants to be careful about what they're hosting during their broadcasts. The content of your Twitch channel must not include anything that involves pornography, politics, war, violence, or other content strictly prohibited on Twitch, especially content involving copyright infringement. If your channel does not comply with those rules, you will be disqualified from the program.
