There are numerous side quests and bonus missions to accomplish in Grand Theft Auto 3. Some are jobs you take from people in the world while others are in line with the more arcadey side of things. Rampages fall into the latter category. Upon picking up the skull icon, you are tasked with killing a certain amount of people using a specific weapon.
The following guide reveals the locations of all the rampages in Liberty City. The trick about these is that all 20 of them have two locations. If you die once, the icon changes to the second location. If you plan on doing the rampages, it is best to do them sooner rather than later. They become harder if you do story missions and earn the aggression of certain gangs.
Rampage 1
First Location
The first of these rampages is on the northeast streets of Portland (south of 8-Ball's garage). The icon is in between two garages.
Second Location
The second location is south of the restaurant where you take missions from Toni Cipriani
Rampage 2
First Location
The first location is in an alley next to the cab company.
Second Location
Go behind the hospital to find this rampage on a ledge. You have to access it by first driving up the ramp to the police station.
Rampage 3
First Location
Southwest of Portland in Chinatown. If you already did the mission Trial by Fire, it is near where you pick up the flamethrower.
Second Location
Go to the parking lot of the Supa Save by a pillar. For both rampages, because you have an Uzi, you are able to attack the targets from a vehicle.
Rampage 4
First Location
By some stairs in the redlight district. It is on the northwest side of Portland, just south of the big apartment buildings.
Second Location
South of the prior location, just north of the Calahan Bridge.
Rampage 5
First Location
Right in the center of Portland on the top of railroad tracks. To access it you have to enter by going up the stairs that passengers use.
Second Location
This is also on the railroad tracks, but this time it is further south.
Rampage 6
First Location
In an alleyway between Trenton and Chinatown, slightly to the southwest of the fifth rampage's second location.
Second Location
Southwest of the last location, the rampage is near a wall close to the cafe.
Rampage 7
First Location
The next rampage is on Staunton Island. Go to the middle of the map, on the east side, and find the icon at the entrance to a building.
Second Location
Next to the parking garage. Nearby are also the Pay 'n' Spray and 8-Ball's garage.
Rampage 8
First Location
Go to the park and find the first icon in the southwest corner of the park.
Second Location
In the same park, go to the northeast corner.
Rampage 9
First Location
Go across the street from where you take missions from Donald Love. It is by one of the exits of the parking lot.
Second Location
It is to the south of the church, which is north of the first rampage's location.
Rampage 10
First Location
North of the park by the fire station.
Second Location
To the northeast in an alley by the college campus.
Rampage 11
First Location
On the side of the AMCO building. Go up the stairs to find it. There is also a hidden package nearby.
Second Location
In Kenji's Casino. Go up one of the walkways to find it.
Rampage 12
First Location
By an alley near the church.
Second Location
South of the church, near the stairs of the big parking lot.
Rampage 13
First Location
South of the campus area.
Second Location
Go northeast of the first rampage's location to find the icon on the construction site.
Rampage 14
First Location
The last batch of rampages is in Shoreside Vale. The first of these is behind the billboard in front of the airport.
Second Location
North of the airport on the grass south of the industrial area.
Rampage 15
First Location
Northeast area of Shoreside Vale, in between the projects and the suburban area.
Second Location
Behind the billboard of the S-curved road.
Rampage 16
First Location
On top of a garage in the middle of the projects, close to your hideout.
Second Location
Behind a billboard outside of the tunnel from Staunton Island.
Rampage 17
First Location
Behind the gate of the Punk Noodles factory.
Second Location
At the bottom of the dam by some boulders.
Rampage 18
First Location
On the roof of the factory for the fish company. Accessed by first going up some stairs and then jumping to a roof.
Second Location
Behind a billboard on the road toward the industrial area.

First Location
Near the ramp to the north of the police station.
Second Location
On top of a garage in the police station area.
Rampage 20
First Location
In the third house of the suburban area on the northeast area of Shoreside Vale
Second Location
By the import/export garage.
