Set in a fictionalized version of Miami in the year 1986, GTA: Vice City follows the exploits of Tommy Vercetti, a mobster who must make his way up the criminal underworld after serving a 15-year prison sentence. Much like the previous game, players work their way through various missions, navigating the city on foot or in one of the available vehicles. It introduced a host of new vehicle types, which included bikes, boats, and helicopters.

This is broken down into 38 story missions, eight side missions, 19 asset missions, six racing missions, five phone missions, three stadium missions, four off-road missions, three remote-controlled missions, and one sparrow mission. Many of the side activities from the previous game also make a return, so players can also go on vigilante missions, operate a cab, a fire truck, and an ambulance, while new activites include the ability to buy property.
