You only have a finite number of Silver Keys, so when you get them, you definitely want to use them on 5km and 10km Portkeys in order to get the most value out of them. Meanwhile, Gold Keys can be used on the lesser 2km Portkeys since Gold Keys are unlimited and always in your inventory.
