The concept of fictional power levels might seem rather stupid at first glance, and understandably so. After all, the fact of the matter is that there are several characters present across multiple fabricated universes that have simply gone above and beyond any semblance of logic when it comes to seeking out the best course of action that can be taken to improve one's power level dramatically. Thankfully, logic is not an important part of this conversation — the whole point of ideating new universes is that the rules in these dimensions are pretty flexible. This basically means that no matter how drastic an escalation in power might seem, it's feasible in the grand scheme of things if the editor wishes it to be.

Take the example of Naruto — the structure of the world is so vast and brilliant that, no matter what the situation might be, it's more than feasible that a character can experience a massive powerup without any questions that need to be asked.

Sasuke is one such character who experienced this dramatic burst of power within a short span of time. It's honestly hard to pinpoint characters who can actually achieve a higher level of power than Sasuke in the series, especially due to the massive boost he received near the final moments of the series. However, it must be said that — after looking at the other characters through a microscope — there are actually many characters who can or already have surpassed the lone Uchiha's power. Here are 30 such characters who have accomplished this seemingly impossible feat.

30 Madara Uchiha

It's hard to talk about powerful people in Naruto and not mention Madara Uchiha. The fact of the matter is that this antagonist caused no end of problems to the people around him, and could've razed the entire earth to the ground as we know it.

If it wasn't for the betrayal of the Black Zetsu, who knows what would've happened.

However, we didn't really witness the full crowing of a Six Paths Madara, which is quite a shame. A tussle between him and Sasuke would've been quite a fight indeed.

However, let's not crib about the Uchiha vs. Uchiha fight that we missed out on — rather, let's talk about the fight that did happen. Sasuke's fight against Itachi was something that fans were pining for ever since Sasuke declared his hatred towards his brother.

While Sasuke was the victor, Itachi wasn't fighting at his 100%.

It's an observation that was also made by Zetsu, who was observing the battle — Itachi seemed quite sluggish and vulnerable during this battle, as compared to his previous combat performances. Zetsu suspected that Itachi had been injured before the fight, which is why Sasuke managed to get the upper hand.

28 Kakashi Hatake

There's a reason why Kakashi Hatake was considered worthy enough to be selected as the Sixth Hokage. The potential that the son of Konoha's White Fang sports is limitless, with him being able to achieve new heights of power with just a bit of perseverance.

He can certainly give Sasuke a run for his money.

After all, while Kakashi might lack any birthright advantage, the fact that he's able to copy everyone's moves effortlessly goes to show just how powerful he actually is. This, coupled with his intellect, meant that Kakashi was a force to be reckoned with.

27 Sakumo Hatake

Speaking of Kakashi and Konoha's White Fang, it's time to talk about the legendary Sakumo Hatake. During his prime, Sakumo was touted to be powerful enough to rival the abilities of the Sannin, which is no small statement to make.

However, things didn't end well for this ninja. After making a judgment call and prioritizing the lives of his comrades over a mission's objective, Sakumo was alienated by everyone — even the ones he thought to be closest to him. After experiencing a severe bout of guilt, the White Fang chose to take his own life instead.

26 Obito Uchiha

Of course, one can't even mention Kakashi without mentioning his best friend — and, to an extent, his mortal enemy. The fact of the matter is that Obito is definitely a contender who could've surpassed Sasuke in power, had he managed to hone the power he obtained after become the Ten-Tails Jinchūriki.

However, while Obito might've sought out a path of evil, the fact of the matter is that his intent was borne out of a misunderstanding, further fueled by a broken heart. These motivations are — to be very honest — quite disappointing.

If these motivations were somewhat more firm, then perhaps he could've sought more power and surpassed Sasuke's strength.

25 Hashirama Senju

The First Hokage of the Hidden Leaf village is also one of the most powerful ninjas of all time, featuring a unique kekkei genkai that has become the stuff of legends in the Naruto universe. It's obvious that we're talking about Wood Release — a form of nature transformation that is still revered in the Naruto series to this very day.

The regenerative power affording by Hashirama's cells are also quite applicable in Boruto's universe, and it's quite obvious that Hashirama would've certainly given anyone a run for his money, let alone Sasuke.

24 Tobirama Senju

Of course, how could we mention Hashirama without mentioned his younger brother and the Second Hokage? The fact of the matter is that Tobirama Senju would've definitely given Sasuke an incredibly hard challenge, if not the best one, of the lone survivors of the Uchiha wipe-out.

His mastery of Water Release is second to none, but perhaps the most impactful technique even devised by Tobirama has to be the Flying Thunder God technique — an ability that was adopted and further built upon by the Fourth Hokage.

23 Might Guy

Before the onset of the Chūnin Exams, not many fans of Naruto thought that hand-to-hand combat was a big deal. However, this wrong perception was completely altered once people witnessed just how effective Rock Lee's technique was.

Lee has only one person to thank for his amazing development — Might Guy. If one is wondering whether taijutsu is enough to beat an all-rounder shinobi like Sasuke, we just want to take you back to the time when Might Guy opened all Eight Gates and went absolutely berserk on Madara.

One of the most beloved and endearing characters on the show has to be Jiraiya. It's quite surprising as to how someone with an immature attitude like Jiraiya can still be so charming. Orochimaru is an amazing ninja with the perfect combination of brains and brawn. However, his apparent disregard for human life led him to perform numerous experimentations on his body, while also toying around with the lives of other people.

While one might state that Sasuke is way above Orochimaru, the latter could very well overpower the former in his prime.

19 Tsunade

Time to round off the entire group of Sannin is the Fifth Hokage, and one of the baddest females in Naruto — Tsunade. We've already talked about the effectiveness of taijutsu in the Naruto universe, and Tsunade manages to add further weight to this statement with her devastating punches.

Her potency is further enhanced with two aspects — the fact that she had a massive store of chakra on her forehead, along with her talents in medical ninjutsu.

18 Nagato

The man who hid behind the alias of Pain is certainly a figurehead who could give Sasuke a tough challenge, had he not been grievously injured beforehand. These injuries were incurred because of a horrifying chain of events that involved the demise of his best friend, Yahiko.

Hanzō of the Salamander was the reason behind this horrible memory, and the ensuring rage that Nagato experienced led to him receiving a massive number of injuries. This included the loss of his legs in a kamikaze attempt to retrieve a taken Konan.

17 Killer B

While one might debate Killer B's rapping talent, no one can deny the fact that he's one of the most powerful Jinchūriki of all time. After all, he was the first ever container of the Tailed Beasts to befriend the monster inside of him and tap into an insurmountable level of power, unlike anything that was ever seen before.

The entire reason why Naruto managed to become as powerful as he is right now was because of Killer B. So, to write him off in a fight against Sasuke would be a horrible decision to take.

Of course, how can we mention a powerful shinobi without mentioning his elder brother, who is equally — if not more powerful — than his kin? The Third Raikage is one of the most powerful individuals of all time without a shadow of a doubt.

One need only look at the duel between him and Sasuke to realize just how much of a threat he can be, if given the chance. While he did lose an arm in this battle, things could've panned out in A's favor as well.

There's a reason why Shikamaru became Naruto's advisor once the latter was crowned as the Seventh Hokage. The fact of the matter is that the intellect of this person is beyond comparison in the Naruto series, boasting an IQ that would put the likes of Einstien and Stephen Hawking to shame.

While Sasuke might have a clear advantage in terms of sheer raw power, the quick-witted Shikamaru can certainly think on his feet and devise a way to take care of Sasuke through clever, ingenious tactics.

14 Gaara

As the Fifth Kazekage, one would obviously expect someone with that title to boast a level of power that would humble his or her adversaries. This is the best way to encompass the talents of Gaara, who can wipe the floor with any threat if he wishes to do so.

His control of sand is something that most people only dream of having, and as the years have gone by, it's evident that his power has just kept on scaling to reach new heights.

13 Rock Lee

A lot of people might be fuming to read this name on a list of people who could challenge Sasuke. After all, Rock Lee didn't exactly receive the best treatment in the latter half of Naruto, so one might understandably assume that his taijutsu skills simply aren't up to the mark.

However, keep in mind that we've already mentioned the absolute powerhouse that is Might Guy, and it's a fine assumption to make that his prodigy is certainly pulling his weight by surpassing what his master taught and reaching new heights.

Whoo boy, if the entry of Rock Lee would've irritated you, then mentioning Kabuto would certainly be throwing into a fit of pure rage right now. We can understand why — Kabuto's not exactly a person known for destroying mountains or wasting entire groups of people.

However, the case for Kabuto is similar to that of Shikamaru — his intellect means that he can certainly bring himself out of a tight spot and lay waste to his enemies. While Sasuke will definitely give Kabuto's mind a run for its money, it's not like Kabuto can be completely written off either.

11 Ōnoki

Being a Kage definitely puts you amongst the very top of powerful shinobi who will lay waste to their enemies. This is certainly the case with the Third Tsuchikage, who might seem fragile but will definitely give any of his opponents a run for their money.

Ōnoki is the only known character to possess both a Kekkei Genkai and Kekkei Tōta, making him all the more formidable. In his prime, there's no reason why he couldn't lay waste to Sasuke.
