Upgrading your capital from a village to a town in Pathfinder: Kingmaker requires a few specific conditions to be met that the game won't tell you about.

As a combination of a city management sim and isometric RPG, Pathfinder: Kingmaker has a lot of systems and mechanics to learn, but the way to upgrade your village to a town isn't handled like you might expect. Upgrading your capital is essential for earning more BP and having more room to expand, but nothing in the management screen hits at how to do so, nor is it related to your barony stat. Here's the steps you need to take to keep your kingdom growing.

Claim Two Regions

After establishing your capital, you need to conquer two more regions before you can upgrade your village into a town. The first will be essentially handed to you, the Outskirts region just North of your capital. Just follow the project notification to start taking it over. Once you have fully annexed this area, which takes 14 days in game, you need to travel around and fill all five of your open advisor roles. This will open op the option to start new settlements through the kingdom management screen. Select the Outskirts, then any of the flags that show up to build a new village in that spot.

At this point, the quest to upgrade your capital will officially begin, but you will need to complete this process one more time to actually complete it. The easiest region to claim next is to the South of the River Skunk in the Dwarven Ruins. Go through the area on foot first, clearing everything out, and then start the annexing process once again.

Upgrade Your Village

One day after you've claimed the second region, a new notification will appear in your projects to upgrade your capital into a village. Select this project and, as long as your village has six or more buildings in it, you can expand your starter village into a full blown town. This same rule applies to the next upgrade as well, going from town to city, meaning you will need three towns before you can upgrade any to the next level, but the number of buildings required will also go up.
