10 Chi You

If someone wants the best Psychic Persona in their party, then they should look no further than Chi You. It is the best Chariot Persona in the entire game, and for good reason.

Along with Chi You's amazing Psy abilities, Gigantomachia deals a ton of physical damage to as well, allowing players to fall back on this ability if their SP is getting too low.

9 Metatron

The best Justice Persona in the game is Metatron, and one look at its stats should make it more than obvious as to why this is the case. Boasting high magic and endurance, Metatron's biggest weakness comes in the form of a glaring weakness to both Electric and Curse attacks.

However, for those who power through all this, they'll find themselves in the possession of an extremely powerful magic user that can tank through a ton of attacks.

8 Ongyo-Ki

Maximizing the Hermit Social Link will allow players to fuse Ongyo-Ki, an excellent Persona with zero weaknesses and the ability to repel both Bless and Curse attacks, along with a much-welcome resistance to Physical attacks.

However, this Persona won't sport any elemental attacks without fusion, making it a one-trick pony with just Physical attacks in its arsenal.

7 Izanagi-No-Okami Picaro

A DLC Persona might seem like overkill given the cost of purchasing the pack — albeit with two more Personas — one can't deny the fact that Izanagi-No-Okami Picaro is one of the most powerful Personas in the game.

Its signature attack is Myriad Truths, which hits all enemies three times for elemental damage. This sole feature makes this attack — and, by extension, the Persona — one of the most powerful moves in the entire game.

6 Mada

Maximizing the Tower Social Link gives the player the means to fuse Mada, who is as powerful as one might imagine. Mada is at level 85 and unlocks a string of great moves, including Blazing Hell, over the next six levels.

The existence of Fire Amp along with two of the most powerful Fire moves in the game makes Mada the go-to Persona for any enemy weak to fire.

5 Messiah Picaro

Another DLC Persona comes in the form of an upgraded version of Messiah, a Persona who initially made his appearance in Persona 3 as the protagonist's ultimate inner self.

Messiah Picaro resists all elements — except for Curse — but its main draw is Oratorio, an all-heal spell that also removes any stat debuffs. This one ability makes Messiah Picaro an incredibly powerful Persona.

4 Satan

The player-character will gain the ability to fuse Satan after the Judgement Social Link is maxed out. If Mada is someone's Persona for all fire-related attacks, then Satan is their ticket to dealing out heavy damage with Ice attacks.

Powering up any of these abilities with Concentrate will turn Satan into an absolute punisher that will eviscerate anything in its way... especially enemies weak to ice.

3 Lucifer

As is the case with most of the ultimate Personas on this list, the prerequisite to summoning Lucifer is maxing out the Star Social Link. This Persona is an absolute beast, with it nulling all Physical attacks. Its only weakness is Bless, so be wary enough to not be hit by any instant death spells while using this Persona.

The reason why Lucifer is coveted by most Persona fans is because of its unique ability, Morning Star. This ability deals severe Almighty damage, making it one of the most powerful techniques in the entire game.

2 Maria

Maria is easily the best healer Persona. An ability like Salvation would've been enough to propel her to the top in this regard, but what sets her apart is her unique abilities. The first one is Saintly Devotion, which revives and fully heals everyone in the party.

The other two unique abilities are passive and one of the sole reasons why a player should keep this Persona active at all times. Both Saintly Embrace and Saintly Words are great passive recovery buffs to have — the former restores 25% of the user's HP each turn, while the latter restores 15% of both HP and SP instead.

1 Satanael

The best Persona in the entire game is also one that can only be obtained on New Game +, and for good reason. Obtaining this Persona on the first playthrough destroys any challenge the game could've posed.

For starters, Satanael is strong against every attack in the game, whether physical or magical. If that wasn't good enough as is, Satanael also unlocks an ability called Demon Kingdom in Persona 5 Royal, which boosts the power of all spells by 50%.

Suffice to say, the entire campaign becomes nothing short of a joke if this Persona is used.
