So, you've angered a crime-lord and have to infiltrate his Palace, eh? Well, you're going to need ample Personas to take him down once and for all, and it can be difficult to make a decision with such a massive amount of options. But, that's what we're here for.

By this point in Persona 5 Royal, around 30 hours in, there are a plethora of Personas available to the player through both fusion and negotiation. It's important to round-up as many of these Personas as possible for the compendium, but some of them are best left as fusion fodder, while others are capable of standing on their own.

10 BEST: Orthrus

Orthrus is a Persona that you'll be encountering quite a lot in Kaneshiro's Palace, but that doesn't discount its usefulness. It has a decent spread of stats all around, and a solid moveset with options like Agilao, Matarukaja, and Dodge Ice.

Orthrus is a Persona that has great potential to be used by itself, but it also makes for one of the better fusion options available at this point, able to make Personas like Fuu-Ki and Take-Minakata. It also absorbs Fire, which is a big help during this Palace's boss fight.

9 WORST: High Pixie

High Pixie is available in the earlier areas of the Palace, and serves as a basic support-based Persona. It isn't a terrible option by any means, but there are just so many other Personas with higher stats that serve a similar purpose.

If you're looking for a Persona with moves like Media and Diarama that also has access to decent attacking potential, Personas like Phoenix and Nigi Mitama fill the role much better.

8 BEST: Nigi Mitama

As was mentioned previously, Nigi Mitama is one of the best healers available, with Media, Baisudi, Me Patra, and Divine Grace. Divine Grace really does make all the difference in the world as it boosts the effectiveness of healing spells by 50%.

It's also a part of the Counsilor Arcana, which you should have raised to at least rank 3 by this point, helping it learn some of its better skills much quicker. This Persona can only be made through fusion, which gives it the opportunity to learn better attacking spells that it doesn't learn naturally. If extra resistances are added to its innate ones to Bless and Curse, it becomes a great defensive option as well.

7 WORST: Nekomata

Due to the buffs to technical damage and status ailments in Persona 5 Royal, Nekomata seems like it finally has the potential to be a great Persona choice. It has a lot of things going for it, but its stats aren't one of them, unfortunately. Since its on the lower-leveled side, its stats are quickly outdone by many other Personas.

Due to this, its much more beneficial to pass on its ailment-inflicting moves to a higher-leveled Persona. Nekomata may be of some use early on in the Palace, but its usefulness lasts about as long as Morgana does versus Electric-based enemies.

6 BEST: Rakshasa

Found in the latter-half of Kaneshiro's Bank, Rakshasa offers quite a bit of variety. It resists physical and nullifies gun (which are always pluses), Fire, and Curse, making it one of the best options to use during the Palace boss fight. It has some of the better stats around as well, making it a very well-rounded Persona.

It learns moves such as Giant Slice, Counterstrike, Adverse Resolve, and Wind Wall, giving it a ton of offensive and defensive utility. Wearing an accessory like Regent, which gives Auto-Tarukaja and +3 Str to the user, makes it an even more formidable threat.

5 WORST: Sandman

Sandman is in a similar situation to Nekomata, where it simply doesn't have the stats to be capable of utilizing its increased utility from status ailments. Even with the buffs to them, status ailments are still more of a niche fit for Personas, anyways.

While its stats are ever so slightly better than Nekomata's, it's weak to both Fire and Electric, and it doesn't have Nekomata's access to Elec Wall to back it up. It takes too much effort to turn Sandman into a worthwhile Persona, so it should stick to being used exclusively for fusion.

4 BEST: Take-Minakata

This fierce demon can be found as the highest-leveled Persona in Kaneshiro's Palace and has some amazing utility. It has very balanced stats with 17 Strength, 19 Magic, 18 Endurance, 16 Agility, and 15 Luck, it does well in just about any situation.

This is an Electric-based Persona, equipped with Zionga, Mazionga, and Shock Boost, and it has physical attacks as well in the form of Swift Strike and Assault Dive. It comes with Defense Master as well, making it difficult to take down.

3 WORST: Sudama

Sudama's stats are painfully average and its two weaknesses to Ice and Nuclear don't give it much contention for adding utility to your team. Its best attack is Psio, but its 14 Magic isn't nearly enough to have it do any significant damage.

Most of the skills that it learns can be either be found on far better Personas or do much better when passed on through fusion. It can fuse some decent Personas, however, such as Isis, Fuu-Ki, and Kurama Tengu.

2 BEST: Jikokuten

Jikokuten is one of the best fusion options at this point in the game, as he can be fused by using some particularly powerful Personas like Flauros, Oni, and Kin-Ki. It's one of the best physical attackers around with 18 strength, Matarukaja, Kill Rush, Assault Dive, and Defense Master.

Its physical resistance plus Defense Master can make it particularly tricky for enemies to take down. Since it's also of an easily accessible Arcana and has great fusion recipes, it serves as an extremely potent Persona build this early-on in the game.

1 WORST: Nue

Nue was one of the higher-leveled Personas that you could encounter in the previous dungeon, Madarame's Palace, but it doesn't take much utility with it to the next Palace. Nue primarily focuses on physical and Curse attacks, but it just doesn't have the stats or movepool to relieve its lackluster stats.

Its Strength and Magic stats are 16 and 10 respectively, and there's a multitude of better options both in Kaneshiro's Palace and fusion. With a weakness to Fire, it won't see any sort of utility in boss fights, either.
