Inarguably the strongest Persona in Persona 5 Royal, you first encounter Satanael when he emerges from your soul through the cheers of the people of Tokyo, emerging from Arsene during the battle with Yaldabaoth to end the God of Control once and for all. And while you can’t keep him much longer in a first run of P5R, in a New Game Plus file, Satanael can finally be yours.
But fusing Satanael is no small feat and requires plenty of planning and fusing ahead of time. For everything you’ll need to fuse Satanael in Persona 5 Royal, read on ahead.
As this fusion deals with New Game Plus runs of the game, this article may contain spoilers for Persona 5 Royal.
How To Unlock Satanael's Fusion
To gain access to Satanael, you’ll need to first meet him at the end of your original playthrough of Persona 5 Royal. To do this, you need to take all the steps to get yourself on the path to either of the True Endings of Persona 5 Royal.

The gist of doing so is declining any invitation to give up on your goal of saving the world. The option is presented initially by Igor and then again later on by Dr. Maruki if you’ve accessed the bonus content in Persona 5 Royal.
So long as you experience the battle against Yaldabaoth as intended to finish the core story of P5R and see Joker summon Satanael to end said fight, Satanael will then be available in a New Game Plus run of Persona 5 Royal.
Despite the Third Semester being added in Royal, you’ve still got to wait until NG+ to fuse Satanael. Satanael cannot be fused in the Third Semester.
How To Fuse Satanael In New Game Plus
Even once you’ve unlocked the ability to fuse Satanael in your NG+ save file, it’s entirely possible it’ll take you a while before you can actually perform the fusion.
To fuse Satanael, your protagonist’s level needs to be at least Lv. 95, as this is Satanael’s initial level upon fusion.
Which Personas Do You Need To Fuse Satanael?
Additionally, fusing Satanael requires six powerful Personas, which are:
- Arsene of the Fool arcana.
- Anzu of the Hierophant arcana.
- Ishtar of the Lovers arcana.
- Michael of the Judgement arcana.
- Satan of the Judgement arcana.
- Lucifer of the Star arcana.
Eagle-eyed fans of P5R will notice immediately that there are multiple Ultimate Personas from different arcana as they relate to your Confidants.
You need to max out your Lovers confidant ranking with Ann Takamaki before you can fuse Ishtar. In similar vein, shogi superstar Hifumi Togo’s Star confidant is your ticket to Lucifer.
How To Get Other Personas Needed To Fuse Satanael
However, the Personas listed above are not the only Ultimate Personas you'll need for this recipe, as many of these Personas required to fuse Satanael cannot be created without Ultimate Personas from other arcana.
Once you get to a late enough point in the game, the majority of your strongest Personas will be coming from confidants you've maxed out along the way. Even the few that don't require finished confidant rankings require other high-level Personas for their fusion.
One of the more complicated confidants to max out is your Justice confidant ranking with Goro Akechi. Doing so requires specific steps to be taken ahead of time during the earliest days of your gameplay, as well as seeing it max out as you work your way through Shido's Palace just before the end of the game.
However, doing so is imperative to fusing Satanael, as the Ultimate Persona of the Justice arcana, Metatron, can only be fused provided your confidant ranking with Akechi has been maxed out by the deadline.
And in order to fuse Metatron, you'll also need Sandalphon, the Ultimate Persona of the Moon arcana with Yuuki Mishima.
Recipes For The Personas Needed For Satanael
If you’ve not fused these required Personas yet, we’ve listed the least expensive route to fusing them in the table below, so you’re prepared when it’s time to fuse Satanael in Persona 5 Royal.

Once all the requisite Personas are in your current stock, go into the Velvet Room again and ask to perform a six-way advanced fusion. Select the appropriate Personas and watch as Satanael, the Ultimate Persona of the Fool arcana is created.
Use Caroline And Justine To Bypass The Fusion Restriction
While your player level does carry over into a NG+ save file, you’ll find yourself limited if you didn’t reach Lv. 95 to fuse Satanael the organic way.
However, Persona 5 Royal has a viable workaround for these level limits. By maxing out your Strength confidant ranking with Justine and Caroline, the twin wardens in the Velvet Room, you’ll be able to fuse any Persona of any level in exchange for paying some of the difference in yen.
This can be done either in your original save file, or during your NG+ run if you skipped it then. The benefits will be in effect as soon as the confidant is maxed.
The bigger the difference between your level and the target Persona’s level, the more expensive it will be to close the gap.
By finishing the Strength confidant ranking with the twins in P5R, you’ll be able to pay the difference to fuse Satanael as soon as you’ve got all the Persona ingredients in your NG+ save, even if you’re not quite at the right level yet.

As the highest-level Persona in P5R, you shouldn't be surprised to learn that Satanael's moveset and stats in Persona 5 Royal are both equally impressive.

Sinful Shell, the all-powerful attack Satanael uses to finish Yaldabaoth during the boss fight is not available on a fused Satanael. This was a special, game-centric attack that does not carry over.
Trophies And Achievements For Fusing Satanael In P5R
When you fuse Satanael in a NG+ run of Persona 5 Royal, you’ll immediately unlock a trophy for doing so. You'll potentially also a second one, depending on the current completion rate of your Compendium.
“One Who Rebels Against a God” is only obtainable once you’ve fused Satanael, which can only be done in a New Game Plus save file. This will be unlocked automatically upon successful fusion of Satanael.
Additionally, since registering Satanael is critical to finishing Persona 5 Royal’s Compendium, you may also unlock a secondary achievement when you fuse Satanael.
“Mask Collector” is the trophy or achievement awarded for finishing your Compendium entirely. Since you can’t log the entire Compendium without Satanael in NG+, he may be the final Persona you need for this trophy as well.
Mask Collector does not trigger automatically just for fusing Satanael – you must have the entirety of the rest of the Compendium filled out as well.
However, as Satanael is exclusive to NG+, you should already have some good progress made there when you begin your NG+ run.
