Generation 3 added a lot of new Pokémon to the franchise, and there were also many memorable characters for players to meet. With so many different characters, there were bound to be a bunch of new gym leaders as well that would shake up the Pokémon series and give fans a chance to meet a host of new interesting and powerful trainers.

Some of these gym leaders include trainers such as Roxanne and Wallace, who fans have remembered for generations, even though generation 3 it's almost two decades old. Generation 3 had a charming personality to it, and the gym leaders were a big part of that. However, there were also some trainers that weren't so spectacular.

9 Norman - Normal-Type Gym Leader

Norman is one of the most memorable gym leaders in all of the Hoenn region; however, because of his very boring personality, most fans don't have very much to say about him.

The reason that Norman is so memorable is because he was May and Brendan's father, which are the protagonists of generation 3, and fans got to interact with him in a father-child dynamic. Overall, Norman had a very boring personality, and that's no surprise because he's a Normal-type gym leader.

8 Wattson - Electric-Type Gym Leader

Wattson is the Electric-type gym leader in generation 3, and he has an electrifying personality. However, many fans can't remember this character because his dialogue wasn't very memorable, and he didn't have many character traits other than his satirical personality. Wattson is often referred to and considered as eccentric because of his peculiar character traits.

Fans do love Wattson for being such a happy character; however, that doesn't make him a well-developed character in any way.

7 Winona - Flying-Type Gym Leader

Winona is regarded as a very majestic trainer that raises only the most powerful Flying-types in the Hoenn region. She is one of the most powerful and difficult to defeat in generation 3, but her personality falls flat because she has very little interaction with the player and not much memorable dialogue by either her or her grunts inside of her gym. She often says that she feels that she has become one with bird Pokémon.

Winona is not a bad character by any means, but she is easily forgotten by most fans of the Pokémon franchise because there are so many more memorable characters from generation 3 that fans got to experience during their journey.

6 Brawly - Fighting-Type Gym Leader

Brawly is a very tough person, and he trains his Pokémon to fight just like he does, physically. Brawly raises Pokémon of the Fighting-type, and many fans find him difficult to defeat because they can't get their hands on Flying-types or Psychic-types early in the games.

Brawly is a surfer, and this is evident based on his dialogue and clothing. However, other than this trait, this gym leader doesn't have much going on that catches a fan's interest during their experience battling him.

5 Juan - Water-Type Gym Leader

Juan is shown to be a very caring person, and he holds his mentorship to Wallace above all else. Juan was originally the gym leader in Sootopolis City; however, he stepped down to allow Wallace to take over.

Once Wallace eventually became the champion of the Hoenn League, Juan stepped back up to the plate and became the Water-type generation gym leader of Hoenn once again. Juan is very dedicated to his craft, and that makes him one of the easiest to remember characters in the generation 3 games.

4 Roxanne - Rock-Type Gym Leader

Roxanne's strategy is rock solid, and that is because she raises only the toughest Rock-type Pokémon. Based on her appearance, players would expect Roxanne to raise Water or maybe Grass-type Pokémon, but she in fact prefers creatures that are a little bit more sturdy than the average Pokémon.

Roxanne collects fossils, and that should come as little surprise because of how much she adores Rock-type Pokémon. Her cheerful personality also adds to her fan-favorite status, and fans can't get enough of this gym leader.

3 Flannery - Fire-Type Gym Leader

Fire-type gym leaders are always a blast to battle, and Flannery has a personality that shines bright among some dull characters from generation 3. She can be seen acting in a jovial manner within most of the encounters with the protagonist, and she generally is lovable all around. Flannery is young and new to being the leader of the Lavaridge Town gym. Flannery tends to act tough, but underneath her exterior, she is actually just trying to figure out how to be a good gym leader.

Flannery's Pokémon team includes strong creatures such as Camerupt, and this makes her a joy to interact with but also a challenge to battle because of the unique dual typing that some of her Pokémon have. It'd be nice to see Flannery come back in the future as a potential trainer in a battle tower or similar establishment.

2 Wallace - Water-Type Gym Leader

Wallace is a Water-type gym leader in generation 3, and his unique style and personality make the player's encounter with him a memorable one for years to come. One of the main reasons that Wallace stands out is because he is a tough competitor in Pokémon competitions within the Hoenn region.

Other than that, Wallace also has a diverse team with Pokémon, such as Sealeo and Whiscash. Wallace could definitely come back in a future installment of the Pokémon franchise, because he is well established as a main character from generation 3, and he was even the champion of the Hoenn region at one point.

1 Tate And Liza - Psychic-Type Gym Leader

There is no doubt that Tate and Liza are two of the most spectacular characters from the Hoenn video games. These two characters are twin gym leaders, and they helped introduce the new double battle mechanic in generation 3. It would appear that Liza is more strategic than Tate. But, the other twin makes up for the discrepancy with her strong Pokémon, such as Lunatone.

The twins share a lot of personality traits with each other, and overall, their psychic telepathy that they share is one of the most amazing abilities that fans have seen from any character in the franchise to date. Twin gym leaders should be introduced more in the franchise, because these two were lovely to both interact with verbally and battle competitively within generation 3. Tate and Liza's strategy and interaction with each other is a joy to watch!
