These waters are filled with infected landscapes that will harm you if not careful. You may also use a deranged telekinesis ability to momentarily control the fish near you to assist you in progressing through the waters.

The fears this game possesses come through its art style. The black and white colorless image brings forth an undeniable feeling of dread. And the exotic waters you traverse through are unlike any experience you've had in a horror game. The overgrown sea veggies, the randomly scattered luminous balls of light, and the peculiar monsters you encounter are all justifiable for the uncomfortable feeling you have while playing through Silt.

4 BioShock

The Inside of Rapture

The most renowned game on this list and for good reason is BioShock. A title that spawned two sequels due to its creativity. Set in the 60's, BioShock follows Jack, who stumbles his way down to an underwater city called Rapture. It's a first-person shooter horror game with relentless action and suspense. You will hardly have a moment to breathe as the city of Rapture is rampant with psychotic enemies who want to tear you apart.

It is not the scariest game on this list, but that is not to say it is not worth mentioning. The fear inside BioShock comes mainly from the enemies you encounter. They aren't demons or ghosts by any means, but rather unhinged serial killers that want you dead for trespassing. The game has its moments of true terror such as your encounters with Big Daddy - a colossal brute force, best described as a scary scuba diver with a Bowser build. It is best advised you stay away from him at least during the earlier hours of gameplay as he will completely wreck you.

Similar in concept to Narcosis, but handled a bit better, is Soma. You play as Simon, who is stuck in a damaged facility located at the bottom of the ocean. After a meteor imploded on Earth, you are marooned beneath sea level as one of the last remaining survivors.

Soma is a fantastic story with emotional pulls and intriguing enough beats to keep you wanting to finish it. Where the game shines brightest is in its scares. The game is compiled of groundbreaking and innovative creature designs that haunt you relentlessly. The screeching the monsters make only amplifies your already speedy heart rate. Soma is a game where you actually see the creatures up close multiple times, yet every time you shiver in your seat equally as much.

2 Reveal The Deep

Reveal The Deep is one of the best horror games ever made in terms of nailing the fear of the unknown concept. There are few titles that truly keep you on edge the way Reveal The Deep does. While not the scariest horror game of all time, it masters what it seeks to achieve - scaring you without you even knowing why.

The concept is simple - you are a diver who must explore a shipwreck at the bottom of the ocean. You walk your way from room to room in hopes of unraveling the truth behind the ship's last day above sea level. The only light source you have is from the visor of your helmet. For example, if you look to the left, behind you to the right is completely black. This makes you consistently feel like you have to check behind you for something creeping up on you. The sound design enhances the fears you have tenfold, and once you see your first glimpse of the possibilities of what could be lurking towards you, your fear levels will never drop again while playing Reveal The Deep.

1 Fatal Frame: Maiden Of Black Water

Yes, Fatal Frame: Maiden of Black Water is not entirely set in the water. However, its plot, as well as the source of the spirits haunting you in the game, are. Fatal Frame is a well-respected series, and Maiden of Black Water is arguably the best of all five mainline games. Unlike most horror games that give you weapons to defend yourself, Fatal Frame: Maiden of Black Water only supplies you with a camera. That is your one and only defense against the terrifying ghosts that desire your soul.

Having only a camera of all things to stop the ghouls from killing you is a spine-chilling and challenging concept to behold. This is even more so when you encounter your first ghost inside the game. While the goal in this title is to stay out of the water, it is inevitable that you will enter it here and there. This makes for the best moments in the whole experience. The spirits thrive in the water as the flesh that they used to call home all drowned. They now use the water to take revenge on those living. That's why you should stay away from the water and snap your best shots of the ghosts. A task much easier when shooting Pikachu in Pokemon Snap, than a truly frightening ghost in a dark forest.
