In Wasteland 3, the Gippers are a faction of cultists in the ruins of Denver, notable for their monopoly on oil and their fanatical worship of an AI of Ronald Reagan and the giant laser-shooting statue it controls. They also have access to a powerful weapon that is essentially a mini-version of robo-Reagan’s laser eyes, which they will give you if you help them out.

The laser rocket Reagan’s Gaze can be won by siding with the Gippers during the Reagan Reborn quest. This quest can be started by speaking to Mother Nancy Reliance after the introduction sequence that plays when you arrive in Denver.

You can find her in the back of the large building nearby. She will claim that Valor Buchanan, one of the children of Saul Buchanan that you’re tasked with capturing as part of the main quest, is free to go as he pleases, but that he wants to help the Gippers finish a project – uploading the Reagan AI to a human mind. She will promise the Reagan’s Gaze weapon as a reward.

To transfer the Reagan AI you’ll need something called the Cybernetic Transfer Module, and to get it you’ll need to go to the Machine Commune, a community of robots at the Denver Airport. To get there you will have to pass through the oil fields, which are filled with hostile members of the Godfisher faction. They will warn you when you first approach, and offer you the choice to sabotage the Gippers in exchange for letting you pass through. However, this involves accessing guarded terminals, and will turn the Gippers hostile.

Instead, you must deal with the Godfishers. There are two entrances – a locked door and a tunnel blocked by a wall of fire. You can disable a generator to shut off the flames and go through the tunnel. It is possible to storm the Godfisher camp from either entrance, but one good method is to use the tunnel as a choke point, picking them off as they come into range – running into the open gives the long-range snipers the opportunity to damage you before you can hit them. There are also several explodable objects that can be destroyed to do area damage at opportune times.

Wasteland 3 Cybernetic Transfer Module

Once you get past the oil fields, you can travel to the machine commune. There are two ways to get to the Machine Intelligence Tower that you need to speak to in order to get the Cybernetic Transfer Module. One way involves traveling through the unoccupied terminal ruins and taking the catwalk up to the Machine Intelligence Tower. However, there are hostile mutants and traps if you take this path. The recommended path is traveling through the crashed space shuttle and main terminal, then up the catwalk on the other side.

When you talk to the Machine Intelligence Tower, it will judge you based on your actions towards robots. Although some of the events it mentions are accessible before this point, most are made up of your interactions with the robots in the Machine Commune itself. So, while you walk through the commune, talk to different named robots, be nice to them, and treat them like people rather than machines. If the tower likes you, it will give you the Cybernetic Transfer Module, but ask you to transfer the Reagan AI to the commune instead, freeing it from the Gippers.

If you want Reagan’s Gaze, you won’t do that, but you should pretend like you will in order to get the module. Then, return to the oil fields. There will be a group of five Waste Wolves (including one Alpha) surrounding a passive Razorback. Defeat the wolves and you can continue (you can charm the Razorback as a decent animal companion if you have a good enough Animal Whisperer skill). Past that, there are a group of tougher Growlers. You can easily walk past them if you disabled the flames blocking the tunnel earlier; if not, you may have to fight them.

Once you return to Reagan’s server room, you can use the Cybernetic Transfer Module to transfer Reagan into Valor Buchanan. This will replace Valor’s mind with Reagan’s, essentially erasing him. If you have Kiss Ass (5) you can transfer the Reagan AI to anyone you want, including the Machine Commune or your own base. However, if your goal is to get Reagan’s Gaze, you won’t need to do this, since the Gippers will be transferring Reagan into Valor anyway.

Once Reagan is in Valor, you will receive the reward, including Reagan’s Gaze. Neither the Machine Commune or Saul Buchanan will like this, but hey, at least you get a cool laser gun.
